    Officers need to be retrained on procedures of telling ppl to remain in thier vehicles while during a traffic stop. I got pulled over. Couldn't find hard copy of insurance. Progressive went paperless. Couldn't get 4G network on smart phone. Called my insurance agent and they requested to talk to the officer. Got out of my car to hand the officer my phone. He said,"You would have gotten shot if you were in the big city" and just stood there with his hand on his weapon. He could have escorted me to the curb or back to my vehicle. You get that fifth star when you train your officers to say "PLEASE STAY IN YOUR VEHICLE".
